The Government of India has launched a Scheme to establish on an average, one Jawahar Navodaya Vidyalaya (JNV) in each district in the country, with the following  objectives.
To provide good quality modern education including a strong components of culture, values environment awareness and physical education to talented children in rural areas without regard to their family’s socio – economic condition.
To ensure that all students of Navodaya Vidyalayas attain a reasonable level of competence in three languages as envisaged in the three language formula.
To serve in each district, as focal points for improvement in the quality of school education through sharing of experiences and facilities.
In keeping with its’ objectives the NVS scheme provides education to talented rural area children specially children of SC & ST Communities & Girl students.
Navodaya Vidyalayas are founded on the belief that education is intrinsic to human development
Navodaya Vidyalayas seek to fulfill a major objective of independent India : Education on an equal footing to girls , children of SC & ST communities and rural children.
Setting and sharing the pace and goal of excellence in rural area school education is an important goals of Navodaya Vidyalayas.
Integration with the immediate neighborhood with regions other than one’s own are some of the other goals on the charter of Navodaya Vidyalayas.
Development of leadership qualities, personality development, understanding and appreciation of India’s composite culture and heritage, Adventure, sports, scouts and guides are important facets of education in Navodaya Vidyalayas.
Navodaya Vidyalayas are run by the Navodaya Vidyalaya Samiti, an autonomous organization under the Ministry of Human Resource Development, Department of Secondary and Higher Education. The Minister of HRD is the Chairman of the Samiti and the Minister of State , HRD (Education) is the Vice – Chairman.
The Samiti functions through an Executive Committee under the chairmanship of Hon’ble  Minister of HRD.
The executive head of the administrative pyramid is the Commissioner who executes the policies laid down by the Samiti’s Executive Committee. He / She is assisted at the Headquarters by Joint Commissioners, Deputy Commissioners and Asstt. Commissioners.
The Samiti has established 8 Regional Offices & Sub Regional Offices for the administration and monitoring of Navodaya Vidyalayas under their jurisdiction. For each Vidyalaya, there is a Vidyalaya Advisory Committee and a Vidyalaya Management Committee. District Magistrate of the concerned district is the Chairperson of the Vidyalaya level Committee.
The founding fathers of the Navodaya Vidyalaya Scheme assigned a specific role to Navodaya Vidyalayas. They hoped that these rural area schools would play the role of pace setting institutions in the district by achieving high levels of excellence. Innovative learning practices , developing correct attitudes and values that help students groom themselves to become useful, active and patriotic citizens of the country are some objectives. The children keep their linkages with the local community around them and contribute their might for furthering these values in the neighborhood and community, through pace-setting activities such as eradication of literacy , adoption of village , environment related activities etc.
